Stephen Flay

Stephen is a highly experienced building surveyor with over 20 years’ industry experience. He is driven to improve, and contribute to, a better built environment.

Having worked as a builder, a consultant and for local councils, as a Building Officer and managing weathertightness claims, he has a wealth of knowledge about the current regulatory environment, which his clients are able to draw upon. Stephen is also regularly engaged as an expert witness for claims involving any aspect of the Building Code compliance and has been described by one prominent lawyer as the ‘preeminent Council expert witness’. He has appeared in the High Court as well as in mediations, arbitrations, adjudications and judicial settlement conferences, having been engaged by the Council, property owners, body corporates and other parties joined to legal claims.

At Maynard Marks, Stephen advises a wide range of clients including government departments/Ministries, Councils, Bodies Corporate, schools, and commercial, industrial and residential property owners on issues concerning their properties. This is often related to defects, repairs or maintenance requirements, to assist in lease negotiations or to resolve a dispute.

Stephen prides himself on providing the correct information the first time and doing the right thing. He breaks technical jargon down into simple terms that his clients can understand and ensures he communicates clearly and often, so that clients know what they are facing going forward.
